Here’s a list of neighborhoods things that are often controlled in some way as they are thought to harm a neighbor or the neighborhood:
Grass too long, garbage can in plain site, too many cars in the driveway, too large a vehicle (ex RV) in the driveway, garage door up, sidewalk not cleared property, diseased tree, dilapidated garage, dumping, time of day for running construction equipment, level of noise from music, size of party, pet limitations and I’m sure there are more.
Communities draw these lines imperfectly, but the alternative (pure libertarian “do whatever on your lot”) ignores how tightly interconnected suburban/urban living really is. The key question for any specific case isn’t “Is this harming me?” but “Is this forcing costs onto others without their agreement?” That’s where regulation gains legitimacy.
